Bruce was a divisional President for a global subsidiary of IntercontinentalExchange (ICE) where he oversaw the successful development of three highly profitable RegTech entities and managed the strategy, business development and global sales of ICE’s repository service, ICE Trade Vault. Bruce holds a Juris Masters degree from Emory University School of Law and holds a Bachelor of Science in Business Administration from the University of New Hampshire.
Bruce worked with trade associations and regulatory affairs staff to draft numerous comment letters and participated in federal agency hearings in response to rule-makings of the Dodd-Frank Act. In August, 2011, the United States Patent and Trademark Office issued a patent (No. 8,007,743 Tupper et al.) for the system and underlying business methods that Bruce established.
Virginia is a skilled C-level executive with expertise in building early-stage companies from product-market fit through high growth phase. She has a strong working knowledge of financial regulations through experience at Deloitte where she served public companies and at INVESCO where among other responsibilities, she served as president of INVESCO Services, Inc., a registered broker-dealer. Having previously held Series 63, 65, 7, 24, and 27 securities licenses, she has significant experience operating within highly regulated environments. Virginia holds a BSBA from the University of Denver and an MBA from the University of Illinois.
Pat is an experienced lawyer with deep policy, legislative, and regulatory experience. Pat is the Founder of McCarty Financial, LLC, a boutique financial services consulting firm focused on futures, swaps and digital asset issues. Pat has held multiple senior executive positions including: Managing Director, US Government Relations for ICAP North America (2011-2016); Senior Professional Staff, Senate Agriculture, Nutrition and Forestry Committee - primary draftsman of the Title VII Swaps provisions Dodd Frank Act (2010-11); Counsel - Chairman’s Office at the U.S. Securities and Exchange Commission (2009); General Counsel for the Commodity Futures Trading Commission (2002 to 2005); General Counsel of the Managed Funds Association (2000-2002); Professional Staff -House Banking Committee during passage of the Gramm-Leach-Bliley Act (1997-2000).
Pat teaches at both Georgetown University Law Center (ICOs and Cryptocurrencies Seminar) and Catholic University of America Columbus School of Law (Derivatives Seminar). He holds a law degree from Catholic University of America Columbus School of Law (1986) and received a B.A. in economics from University of Virginia (1980).
